About the Position: This position is located at United States Army 1st Special forces Command, Comptroller, Fort Liberty, North Carolina.
Duties
Develops local budget policy, procedures, budget formulation assumptions, formats and schedules for development of various budget submissions and obligation and expenditure plans.
Develops methods for specialized requests for information for use in analyzing trends, developing workload projections, and other management requirements.
Actively participates in year-end closing to ensure proper and full use of funds with no anti-deficiency violations, purpose statute or bona fide needs statute infractions.
Advises program managers and other interested parties on the status and availability of funds on programs and all regulatory aspects and command financial management processes applicable to their programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a SECRET clearance.
- Business Travel up to 5%.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes Applying knowledge of budgetary policies and procedures sufficient to justify and execute operating budget; 2) Analyzing amounts of narrative and statistical material to make recommendations for action concerning budget estimates, obligations, allotments; and 3) Formulating budget estimates and justification statements; 4) Experience utilizing General Fund Enterprise Budget Systems (GFEBS); Global Command and Control System Army (GCCS-A); Resource Management Tool (RMT); Cognos Analytics, Defense Travel System (DTS), and Wide Area Work Flow (WAWF). . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
