You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the STAFFING DIVISION of OCHR OVERSEAS PROGRAM CENTER.
Duties
You will monitor, advise, train and execute personnel actions including, but not limited to pay, benefits, allowances, and entitlements (to include those for foreign overseas and non-foreign overseas locations.)
You will be responsible for troubleshooting and resolving the most difficult and complex problems associated with comprehensive personnel services for serviced organizations.
You will provide advice in resolving problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective approach and technique to validate the correctness and propriety of actions taken.
You will provide advice and guidance for resolution of pay, staffing and entitlement cases, prepares narrative reports to document cases, cite regulatory references and recommend action for resolution of problems.
You will work on payroll reconciliation projects, DOD/DON/OPM audits, assessments and assist visits related to pay, personnel actions.
You will research and interpret guidelines, regulations, and directives and provide guidance on regulatory and legal requirements related to complex cases in response to requests for technical guidance from HR personnel.

Qualifications
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing technical HR issues related to recruitment and staffing of varying complexity and using Human Resources Information Systems (HRIS) to resolve recruitment and non-recruitment-related problems.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing human resources technical assistance concerning pay, processing personnel actions, benefits, allowances and/or entitlements while utilizing human resources information system (HRIS) database to troubleshoot and process a variety of complex situations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07:
1 full year of graduate level education
or
superior academic achievement
GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
