About the Position: Serves as the US Army Medical Command's Supervisory Analyst and reports to the Chief, Finance &Accounting Division and the Assistant Deputy Chief of Staff for Resource Management for US Army Medical Command. The incumbent defines objectives, interprets policy promulgated by authorities to the immediate supervisor, and determines their effect on program needs.
Duties
Directs the command programs to implement automated data processing applications to ensure regulatory compliance.
Provides interpretations of statutory, regulatory, or policy changes of higher accounting authorities to subordinate elements.
Analyzes and evaluates work accomplishment in relation to work programmed and in the techniques of reporting, status, and progress of operations.
Represents the Command with technical authority to make commitments and decisions at conferences, seminars, budget meetings, accounting, and information systems meetings.
Serve as Program Financial Manager on the Government Purchase Card Program (GPC) for the U.S. ARMY Medical Command.
Perform as Command Service Agency (CSA) - Program Manager on the Electronic Document Access (EDA) for the MEDCOM.
Directs Accounts Payable accounting activities through more than 10 Staff Accountants and Financial Analysts.
Serves as primary point-of-contact and technical expert for projects assigned.
Applies knowledge of interrelated activities, reviews proposed new or revised policies for overall adequacy and coordinates revisions thereto if needed.
Requirements

- Temporary duty about 25% annually on various team efforts with DoD representatives to provide Command assistance, conduct evaluations and provide training.
- Financial Management Level 3 Certified position. IAW the National Defense Authorization Act (NDAA)2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Specialized Experience: One year of specialized experience which includes 1) interpreting and disseminating financial management policies; 2) developing recommendations to solve financial problems in order to improve the efficiency of operations; 3) performing accounting analysis, reconciliation, and surveillance of resource management and accounting processes; AND 4) assign work based on priorities, requirements of assignments, and capabilities of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
