This position is at the National Credit Union Administration (NCUA) in the Office of Minority and Women Inclusion (OMWI). This position serves as a Senior Equal Employment Opportunity Specialist.
Duties
As an Senior Equal Employment Opportunity Specialist, you will:
Independently advise and counsel senior leaders and serves as the agency's technical advisor on Equal Employment Opportunity (EEO) policies, procedures, and related laws.
Interview aggrieved individuals or assigns responsibilities to the appropriate counselor or investigator, to advise them of their EEO rights, responsibilities, and conflict resolution options.
Manage broad complaints and Alternative Dispute Resolution (ADR) program responsibilities, to include tracking of all EEO activities and ensuring reporting requirements are met (e.g., the No FEAR Act Congressional Report and quarterly statistical reports, and the annual EEO Commission (EEOC) 462 report).
Manage the EEO discrimination complaints programs, in accordance with 29 CFR 1614 and EEOC Management Directive 110, to ensure timely and quality actions throughout the complaint process cycle, including pre-complaints and formal complaints.
Review and interprets laws, orders, regulations, policies, and procedures involving issues that pertain to ADR and its relationship to EEO. Revises and drafts policies, orders, and regulations, as needed.
Serve as the Contracting Officer Representative (COR) for assigned EEO contracts, as needed. Coordinates with other offices to ensure contractors adhere to NCUA onboarding and off-boarding processes, if appropriate.
Requirements
- You must be a U.S. Citizen.
- Suitable adjudication of background/security investigation is required.
- A probationary/trial period may be required.
- Applicants must complete an assessment battery (i.e., Assessment Questionnaire and USA Hire Assessment) via the USA Hire platform if notified to do so.
Qualifications
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
For the CU-14 level you must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector.
Specialized experience for this position is defined as experience:
Administering an EEO program;
Providing advice and guidance to management officials and employees on EEO policies, regulations, laws, and decisions;
Developing EEO policies, guidelines, reports, or other written materials regarding EEO matters; and
Presenting training on EEO policies, regulations, laws, and the EEO complaint process.
