The primary purpose of this position is to serve as a first level supervisor, Branch Chief and senior Political-Military Analyst within the Security Cooperation Division, providing expert advice in the analysis, planning, development, implementation, and review of U.S. Security Cooperation activities in support of HQ USCENTCOM operations and DOD policies.

Duties

Plans, organizes, and directs the activities of: Headquarters U.S. Central Command (HQ USCENTCOM), Strategy, Plans and Policy Directorate, Security Cooperation Division Gulf Branch ensuring that the Security Assistance and Cooperation Program complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Oversight of all aspects of the United States Airforce Air University Flight Screening Program (USAF AU FSP) annual budget. Represents the Security Cooperation and CCJ5 at meetings/discussions with a variety of installation and functional area organizations. Provide Political-Military assessments and manage security assistance programs for countries throughout the U.S. Central Command area of responsibility (USCENTCOM AOR). Determines manpower and equipment fiscal resources required to accomplish Security assistance and Theater Security Cooperation activities within the command, both at the Headquarters and SAO level.

  • Work may occasionally require travel away from the normal duty station.
  • An advanced degree in International Relations, Middle East Studies/history, or related field is desirable.
  • This is a centrally managed Position in the Operations Career Field
  • Disclosure of Political Appointments
  • Incumbent must be able to handle stressful, “do it now” situations on a daily basis and must often work extended hours to meet immediate, urgent requests from the Commander/Deputy Commander HQ USCENTCOM and Director CCJ5.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

This is a Key Position. If the selected candidate for this position is in a military recall status, he/she must be removed from their military recall status, to be in this position, if alternates for filling the position during an emergency are not available and designated in writing. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My specialized experience In-depth knowledge of Security cooperation legislation and programs of the DoD and DoS from both policy and execution perspectives. Knowledge of safety and security regulations, practices, and Procedures. Ability to plan, organize and direct the efforts of staff of senior military (O-4 through O-6) personnel and senior civilian personnel (GS-13/GS-14) in accomplishment of wide range of staff projects. Skills in the application of fact-finding and investigative techniques and in the development and delivery of reports and presentations to develop and effectively communicate reports orally and in writing to senior leadership FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.) In-depth knowledge of Security cooperation legislation and programs of the DoD and DoS from both policy and execution perspectives. 2.) Knowledge of safety and security regulations, practices, and procedures. 3.) Knowledge of the political, military and economic environment of the HQ USCENTCOM Area of Responsibility (AOR) and the extent to which these factors influence the success of Security Cooperation. 4.) In-depth knowledge of and skill in the management of security cooperation offices located at embassies abroad. 5.) Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and departments, including the DOD, DOS, and their subordinate agencies and commands. 6.) Ability to plan, organize and direct the efforts of staff of senior military (O-4 through O-6) personnel and senior civilian personnel (GS-13/GS-14) in accomplishment of wide range of staff projects. Skill in the application of fact-finding and investigative techniques and in the development and delivery of reports and presentations to develop and effectively communicate reports orally and in writing to senior leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
