Duties

This Program Analyst position is located Training & Development (T&D), Training Center Division (TCD), TC-LV, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Gather and organize information on problems or procedures, evaluate alternative methods for resolution, and present recommendations to supervisor or team lead; analyze data gathered by compiling, categorizing, calculating, and tabulating training program information or data in order to identify the underlying principles, reasons, or facts relative to training data; documents findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes. Develop and maintain course files using technology tools for retrieval of records; prepare and review forms and reports; confer with management and users about format, distribution, and purpose; identify problems and propose recommendations for improvements; prepare manuals and user guides as well as train employees in use of new forms, reports, and procedures. Conduct routine assessments and validation of agency training delivery and scheduling requirements and supporting operating systems relative to training programs; documenting observations and providing timely feedback to managers and subject matter experts regarding opportunities to improve system performance; evaluate the effectiveness of processes and procedures, provide information to staff and senior analysts/supervisors/managers in a variety of studies and reports, to include recommendations for improvements when appropriate. Inputs data and maintain a high degree of accuracy for all manual, automated database, and electronic office files and records, ensuring consistency with Privacy Act or other regulatory requirements relative to TSA programs. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-F Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below. A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of general experience, one year of which was equivalent to at least the SV-E pay band or the GS-4 grade level in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the following: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Planning and organizing work; and Communicating effectively orally and in writing. OR B. EDUCATION: A Bachelor's or higher level degree in any field from an accredited college or university. OR C. Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-G pay band (equivalent to GS-11 grade level), an applicant must meet one of the qualification requirements (A, B, or C) outlined below: A. Experience: you must have one year of specialized experience at the SV F or GS 9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing a variety of tools (i.e., spreadsheets and other software applications) to complete assignments and develop accurate products for supervisor and/or team lead. Administering analytical and evaluative methods and techniques to perform research activities and conduct studies. Applying problem solving skills to complete assignments, provide guidance, and recommend new approaches to management to resolve routine, multiple, and varying issues/problems within a team environment. OR B. Education: Achievement of a Ph.D. or equivalent doctoral degree; OR three full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. OR C. Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
