Duties
You will interface with Regional Maintenance Centers (RMCs) as they relate to surface ship maintenance contract actions and strategies.
You will be responsible for participating in myriad of planning and contracting conferences inherent with ship repair work aiding in developing contracting solutions for maintenance requirements.
You will oversee and provide contract management oversight for respective Regional Maintenance Centers Enterprise (RMCE) cradle to grave from the Commander, Navy Regional Maintenance Center (CNRMC) perspective.
You will participate in maintenance team events and Integrated Project Team Development (IPTD) meetings to track progress and provide guidance and advice on contracting solutions.
You will represent the government with industry as a leader of the government teamwork with all required and support elements to develop a unified position or an agreement.
You will research, plan and review unique, complex contract and business issues to advise on the Command's best course of action.
You will manage contract workload, priority determinations, interpretation of applicable regulations, directives and statements of policy, to ensure consistent standardization of processes and procedures are being communicated across the RMCE.
You will provide support in developing the Command's position on various outside audits or inquiries relating to contractual matters.
You will be responsible for reporting on government actions undertaken by the RMCs which transition the period from before and after contract award.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector, Leading or managing professional contracting functions (e.g. price/cost analysis, pre-award and post-award, negotiations, contractor performance, source selection, and contract solicitations, modifications and close-outs) to ensure compliance with established terms or specifications for a ship repair or modernization program.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
.NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
