You will serve as a CNO AVAILABILITIES SUPERVISOR in the COMMISSIONED SUBMARINE PROJECT DEPARTMENT of SUPERVISOR OF SHIPBUILDING GROTON.

Duties

You will be responsible for estimating and production control of all CNO availabilities accomplished by Electric Boat under the cognizance of Supervisor of Shipbuilding (SUPSHIP) Groton. You will manage CNO availability contracts under the administration of SUPSHIP Groton. You will ensure timely and cost effective execution of contracts, monitor Electric Boat's (EB)'s performance and progress, identify problem areas and coordinate with (EB) to develop catch-up or workaround methods to enhance scheduled completion. You will control contract growth by evaluating the actual need for additional work, delay and disruption impact, and interpretation of alleged specification omissions and/or deficiencies. You will provide administrative supervision to a team of Production Controllers and one AIT Coordinator. You will be responsible for the direction and coordination of operations necessary to accomplish the assigned responsibilities of the Branch. You will plan work to be accomplished by subordinates, set and adjust long-term priorities, and prepare schedules for completion of work.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (or GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector evaluating production control activities (e.g., cost, schedule, contract execution) to ensure suitable contractor performance for the construction, repair, modernization, or availabilities of ships or submarines.
