You will serve as a SUPERVISORY GENERAL BUSINESS & INDUSTRIAL SPECIALIST in the Proposal Analysis Branch of SUPERVISOR OF SHIPBUILDING GROTON.
Duties
You will serve as branch head, providing an in-depth evaluation of contractor cost and price proposals, known as Technical Analysis Reports (TARs).
You will determine their reasonableness and recommend pricing objectives for use in contract negotiations leading to the award of contracts or the adjudication of contract changes.
You will serve as the Proposal Analysis Subject Matter Expert (SME) to coordinate and execute technical analysis for all Provisional Item Orders and contract changes.
You will serve as the lead analyst for the Proposal and Financial Analysis Branch, providing an in-depth evaluation of contractor cost and price proposals, known as Technical Analysis Reports (TARs).
You will review cost and pricing data in contractor proposals and furnish technical evaluations of cost elements to the Procuring or Administrative Contracting Officers to prepare the Government’s pre-negotiation position and subsequent negotiations.
You will provide a wide range of analytical services to assist in determining the price reasonableness of contractor cost proposals and contract rates (e.g., labor, overhead, billing, or contract changes rates, etc.).
You will review the contractor’s work scope of proposed changes and reach a work scope understanding.
You will l coordinate the analysis of labor, material, and workload problems with subordinates within the branch.
You will conduct on-going training and establish standard operating procedures to other technical analysts that support proposal evaluation, workload analysis, and any technical training guidelines required to support Proposal Analysis Branch.
You will conduct on-going analysis of data for labor and material, an extensive schedule analysis to develop an independent assessment to assist in rate analysis and recommended position to the applicable Contracting Officer.
You will perform contractor workload studies and analyses performed to support rate package negotiations and schedule evaluations.
You will serve as senior technical advisor to the Contacting Officer in analyzing major and/or complex proposals or claims.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02, (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "Analyzing technical analysis reports (TARs) to determine reasonableness and negotiate contractor's cost and price proposals for shipbuilding contracts."
