You will serve as a SUPERVISORY GENERAL BUSINESS & INDUSTRIAL SPECIALIST in the Program Performance Analysis Branch within the Industrial Analysis and Performance Support Department (Code 160) of SUPERVISOR OF SHIPBUILDING GROTON. You will provide the Supervisor and customers/stakeholders with evaluative material and recommendations relative to the Contractors cost, schedule, technical performance, estimates at completion, progress validation, manpower and production and management practices.

Duties

You will provide the Administrative Contracting Officers with recommendations to support contractor submitted performance incentives, labor and material progress to support billing price adjustments and other performance data. You will maintain dialogue with the Earned Value Management System (EVMS) and Estimating System Branch within business systems division with respect to systemic issues found within the contractor?s cost and schedule data produced by their EVMS. You will supervise the work of the branch, causing studies to be performed and analyses to be developed, relating to the contractor?s Industrial/System Engineering policies and procedures. You will be responsible for monitoring the contractor?s performance and providing independent assessments as follows: Monitor labor, overhead and material costs. You will analyze EVMS cost and schedule information and related contractor performance data to develop the SUPSHIP independent estimates of cost, profit and delivery. You will serve as the command?s interface in the performance analysis of the contractor?s progress on VACL, CLB and Repair availabilities and ensure business operations and project office personnel are advised. You will participate in the resolution of existing production difficulties and potential problem areas with Electric Boat managers and provided recommendations. You will be responsible for determining the SUPSHIP position with respect to the Contractor?s time phased workload for all contracts, firm and likely; new construction, PSAs, repair, design and engineering. You will evaluate the total direct hours to be performed for all contracts and phases the hours over the life of the individual contracts based on the SUPSHIP estimate at completion and estimated delivery dates. You will be responsible for adjudicating the contractor?s monthly claims and mid-month projections for progress payments based on the percent complete verified by branch employees for all construction contracts containing progress payment clauses.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading evaluation efforts of contractor's performance through the Earned Value Management System (EVMS) for the identification, investigation, analysis, and customer notification of cost and schedule performance issues on assigned contract(s).
