Duties

As a Portfolio Management Specialist, you will: Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Review and analyze current and historic financial data; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability. Ensure that physical inspections (Housing Quality Standards and Uniform Physical Conditions Standards) are conducted as required for the purpose of evaluating physical conditions, maintenance, and security; approve plans of action and monitor progress until completion; identify areas of PHA program administration and management operations that require either on-site reviews or remote reviews to ensure compliance with applicable laws and regulations. Provide technical assistance to PHAs by responding to questions, identifying technical assistance needs, and developing tailored packages to address those needs using strategies such as peer-to-peer networks. Analyze complex financial statement data and reports to determine overall status for key agency programs. Analyze all financial statements and project operations to assess current financial and physical strengths and weaknesses, and to identify unauthorized expenditures of funds, adequacy of reserves, and insufficient working capital and cash flow.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Oversight and Management of a Program Portfolio.; AND Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Managing a Program Portfolio.; AND Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Assisting in managing a Program Portfolio.; AND Reviewing and analyzing policies and procedures and making recommendations for improvements.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
