About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC. Duties

Serve as a Contract Specialist for pre-and/or post-award functions for construction, architect/engineer, service, and supply contracts within the Middle East District. Responsible for cost reimbursement and firm-fixed price contracts, which require special handling provisions or other specialized terms and conditions. Write programmatic and stand-alone acquisition strategies and plans for pre-awards. Prepare contracts for terminations of default or convenience and assist in the negotiation of the final settlements. Negotiate and process modifications for post-award administration. Monitor contractor performance, cost controls, funds management, and adherence to contract completion schedules. Possess knowledge of federal and agency contracting laws, regulations, and policies sufficient to procure and/or administer contracts for a variety of specialized equipment, supplies and/or services

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
