This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

This is a permanent acquisition position.
Duties
Serve as a Senior Procurement Analyst that works under the Business Oversight Branch Office of Contracting Division.
Review and develop acquisition policies and changes in procedures through analysis of major procurements for statutory and regulatory compliance and a macro-analysis of contracting matters.
Provide advice on procurement matters to include contract documentation, legislation issues, and congressional inquiries impacting contracting matters.
Perform oversight and audits to review contract files, compile lessons learned and ensure consistent policy application.
Assist in the review and analysis of proposed procurement actions which may include policy or regulatory waivers, acquisition plans or strategies, peer reviews and justification and approvals.
Possess thorough knowledge of acquisition operations, functional relationships and the acquisition process.
Interpret and apply regulations to various contract actions and use this knowledge to assist other district elements in their understanding of contractual regulatory requirements.
Study and stay abreast of policy and regulation changes and incorporate the changes in analyses and reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is a Defense Acquisition Workforce (AWF) position.
- Incumbent must be able to obtain and maintain a SECRET Security Clearance.
- Position requires a Contracting Professional Certification within 3-years.

Basic Requirement for: Procurement Analyst
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes possessing thorough knowledge of acquisition operations, functional relationships, and the acquisition process; assisting in the formulation of plans, policies, agency regulations and procedures relative to procurement matters; performing oversight and audits to review contract files, compile lessons learned and ensure consistent policy application; communicating regularly and actively, internally with stakeholders, and externally with industry or other government partners; providing advice on procurement matters to include contract documentation, legislation issues, and congressional inquiries impacting contracting matters; examining various procurement documents to ensure compliance with pertinent clauses and provisions of contracts and payments to contractors and subcontractors; and preparing reports and other documents that include information, papers, special analyses, and review and analysis for procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
