Duties

Plan and direct the work of same and lower graded personnel engaged in the organization’s acquisition policy, pricing, automation, budget, and/or review and analysis activities. Possess thorough functional knowledge of acquisition operations, functional relationships, and the acquisition process. Assist the Branch Chief in the review and assessment of the effectiveness of procurement operations in the district. Analyze completed or proposed procurement actions and/or plans in-order to evaluate their technical effectiveness and degree of compliance with regulations, directives, and practices. Maintain a constant awareness of procurement policies, regulations, procedures, and changes emanating from higher headquarters. Examine various procurement documents to ensure compliance with pertinent clauses and provisions of contracts, and payments to contractors and subcontractors. Prepare reports and other documents to include information papers, special analyses, and review and analysis for procurement.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• This is a Defense Acquisition Workforce (AWF) position.
• Incumbent must be able to obtain and maintain a SECRET Security Clearance.
• Position requires a Contracting Professional Certification within 3-years.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes preparing reports and other documents to include information papers, special analyses, and review and analysis for procurement; examining various procurement documents to ensure compliance with pertinent clauses and provisions of contracts, and payments to contractors and subcontractors; assisting in the review and analysis of proposed procurement actions which include policy or regulatory waivers, and justification and approvals; communicating regularly and actively, internally with stakeholders and externally with industry or other government partners; coordinating procurement management data (metrics) and performance standards obtained from the districts and interpret their respective reports; and maintaining a constant awareness of procurement policies, regulations, procedures, and changes emanating from higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
