Duties
You will provide assistance and technical guidance to project managers, planners, engineers/architects, construction managers, and several other project team members.
You will manage multiple priorities and, when requested, independently develop and provide technical recommendations/solutions regarding scheduling issues and time impacts.
You will work independently and take required actions through their own initiative, experience and foresight on all assigned projects.
You will provide support during the planning, design, and procurement phase of construction projects to ensure an appropriate construction duration is established for all military construction projects.
You will participate in the Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases to ensure schedule risks as adequately accounted for in the project plan and budget.
You will apply understanding with scheduling requirements and supporting software to provide training for Cost, Schedule, and Risk community.
You will provide leadership to the scheduling technical community to ensure consistency in process and execution.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying critical path construction scheduling with an understanding of cost estimating and the construction market; 2) Creating construction schedules while applying knowledge of DoD and Navy cost criteria and policy; 3) Applying hands-on skills with current scheduling software Project or P6 (i.e. eContracts, eCMS and Primavera/Microsoft Project scheduling software); and 4) Managing contracts and post-awards for complex cost and incentive type contracts to consider the effect of contract terms and conditions on settlement of award and/or incentive fees.
