Job opening: PRE-AWARD CONSTRUCTION SCHEDULE ANALYST

You will serve as a Pre-Award Construction Schedule Analyst in the Cost, Schedule, and Risk Branch (PDCP3) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will provide assistance and technical guidance to project managers, planners, engineers/architects, construction managers, and several other project team members You will manage multiple priorities and, when requested, independently develop and provide technical recommendations/solutions regarding scheduling issues and time impacts. You will work independently and take required actions through their own initiative, experience and foresight on all assigned projects. You will provide support during the planning, design, and procurement phase of construction projects to ensure an appropriate construction duration is established for all military construction projects. You will Participate in the Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases to ensure schedule risks as adequately accounted for in the project plan and budget. You will possess a thorough understanding of scheduling requirements and supporting software to provide training for Cost, Schedule, and Risk community. You will provide leadership to the scheduling technical community to ensure consistency in process and execution.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possess a thorough understand of critical path construction scheduling; 2) Understands cost estimating in the construction market; 3) Creates construction schedules; 4) Possess a knowledge of DoD and Navy cost criteria and policy; and 5) Uses current scheduling software Project or P6.
