Duties
You will analyze operational plans (OPLANs); contingency plans (CONPLANs); and DoD policies, strategies and doctrine as they relate to NAVFAC products, services, and authorities.
You will develop and promulgate NAVFAC operational level long-range plans, initiatives, and strategies that align to future contingency engineering operations.
You will establish and lead teams to develop future contingency engineering responses in anticipation of supported commander contingency engineering requirements, and utilize processes to develop team recommended courses of
actions and orders.
You will review and analyze mobilization, disaster response, and logistic planning guidance and plans as required to identify objectives, priorities, and relevant policies related to supported commander future contingency engineering requirements.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning large-scale operations using documented principles, theories, practices and techniques; 2) Usage of strong speaking, writing, and presentation skills to high-level individuals and teams; the standard of writing and thought should rise to the level of peer-reviewed publications; 3) Analyzing and solving complex problems of a large organization, and developing proposals for resolution; and 4) Supporting operational requirements through knowledge of general engineering, contingency engineering, and logistic support concepts. *NOTE: This experience must be fully supported in your resume. Operational and organizational experience is preferable to have been within NAVFAC or government/military.
