The Supervisory Financial Analyst position is located in the Department of Administrative Services (DAS), Financial Management Office (FMO), Financial Operations Division (FOD), Payment Management Branch, Travel Management Section. The FMO is responsible for financial management for the Federal Judiciary including accounting, reporting, and investments.
Duties
This position will report to the Chief of the Payment Management Branch, Financial Operations Division (FOD), Financial Management Office (FMO), Department of Administrative Services (DAS). The FOD is seeking a self-motivated professional Supervisory Financial Analyst to join its management team and serve as the Chief of the Travel Management Section (TMS). The TMS serves as the primary focal point for the Judiciary's travel management programs, supporting the travel management centers, the Judiciary Electronic Travel System (JETS), government travel charge card operations, relocation, and as a reference on Judiciary's travel and relocation questions. The ideal candidate must have supervisory financial analyst experience and knowledge of government travel management programs and financial management systems.
The duties of this position include, but are not limited to:
Managing and overseeing the day-to-day operations of the TMS Section; ensuring that resources are fully utilized to meet deliverables; and providing staff evaluation and development.
Monitoring the status of travels related documents; and ensuring documents are accurately processed, posted, and certified into JETS and our financial systems of record - Judiciary Integrated Financial Management System (JIFMS).
Providing guidance on the Travel Regulations for Justices and Judges and the Judiciary Staff Travel Regulations to courts and Administrative Office program offices; and responding to questions and inquiries received by the Help Desk.
Providing communication and notification reminder of the annual General Services Administration mileage rate reminder to Administrative Systems Office and Jury Management System.
Advising and consulting with program offices and courts on policy, travel agreement matters, including managing correspondence and reminders as appropriate to improve travel operations.
Providing support in addressing exception letters in compliance with policy and service agreements.
Assisting with the contract management and auditing of the Judiciary-wide travel card program, Individually Billed Account, Centrally Billed Account, etc., and JETS contracts.
Designing, developing, organizing, and presenting travel related products which may include training or assisting with writing policy and procedural guidance on Judiciary travel and relocation regulations.
Providing support and participate in judiciary emergency response team.
Supporting the development or updates to travel and relocation policy.
Developing travel reports from accounting system of record, Enterprise Data Warehouse, and other sources; and producing reports or data requested by senior management.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Knowledge of the Federal Travel Regulation (FTR), theories, concepts, principles, and practices of financial management related to travel involving interfaces and inter-relationships between programs, systems, functions, and policies;
Knowledge of applicable laws, regulations and standards, requirements, and functions to ensure an electronic travel system is in compliant and proficient with bookings, expense management, and other relevant tools;
Experience analyzing and resolving travel related issues that arise from relocation, reimbursement, over or under payments, travel cards, and change in plans; and
Experience serving as a technical accounting authority for general ledger reporting and reconciliation of travel and relocation transactions and develops justification for travel policy.
