Duties

This Supervisory Intelligence Operations Specialist position is located in the Cyber Threat Analysis Section (CTAS), Intelligence Analysis Branch (IAB), Threat Analysis Division (TAD), Intelligence and Analysis Office, Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Monitors intelligence reporting and oversees/guides analysis and production aligned to priority intelligence requirements, office objectives and requirements, and emerging customer requests. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Oversees the production of products and briefings on multiple, varying, complex, specialized threat and/or risk information relating to transportation equities for operational components, private industry and/or foreign transportation security stakeholders at headquarters and/or in the field, enabling customers to implement new rules, regulations, and policies in response to evolving threats. Develops standard operating procedures, policies, and guidance to ensure officers and analysts' compliance in adhering to policies and procedures for conceptualizing, researching, and writing specialized analyses of varying complexity on cyber threats/incidents affecting transportation security in order to advance understanding of threats to transportation, and inform development of new operational rules, regulations, and policies. Collaborates with divisional leadership to develop customer engagement strategies and training plans, and policies, and guidance to ensure compliance. Leverages intelligence/counterintelligence community expertise to implement novel analytic techniques to advance understanding of transportation threats and provide value-added analyses to operational components and private industry stakeholders. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Collaborates with community experts to identify significant intelligence collection gaps and evaluates/provides feedback necessary to improve intelligence production, intelligence reporting, collection requirements, and operations. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Write, review, and oversee the production of finished all-source intelligence products on threats to national or homeland security; and Develop intelligence program processes, procedures, and guidance and enforcing employee compliance on following the policies and guidelines; and Provide leadership over a team of subordinates in developing assigning tasks, providing direction, and monitoring task completion. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
