About the Position: This position is located with the Department of the Army, Officice of the Deputy Chief of Staff, G-6, Army Spectrum Managment Division, Ft. Meade, Maryland.

Duties

Develop, plan, organize, and administer policies and procedures for providing radio frequency resources to Army commands and agencies. Oversee the Army’s national-level coordination of Electronic Attack/Electronic Warfare (EA/EW) clearances with other Military Services and Government agencies e.g., Federal Aviation Administration, Federal Communications Commission (FCC). Exercise staff coordination oversight of spectrum issues pertaining to EW/EA to comply with National and international radio regulatory policy and procedures. Plan and administer the manuscript preparation and printing of various Army Regulations, technical publications and USMCEB-promulgated documents for which Army is the proponent pertaining to spectrum/frequency management. Represent the Army on ad hoc committees under the auspices of DoD, Joint Chiefs of Staff (JCS), Defense Information Systems Agency (DISA), HQDA, or other Federal activities from a spectrum/frequency supportability procedural viewpoint. Serve as the Strategic Plans and Operations Branch team lead that oversees the office's workflow, taskings, and federal civilian employees coordinating electromagnetic attack (test and training events) and frequency assignments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY may be required up to 5% of the time.
  • Must be able to obtain and/or maintain a TOP SECRET security clearance.

Specialized Experience: One year of specialized experience which includes evaluating new and advanced methods and procedures for fielding new telecommunications systems; making recommendations for changes in basic policy and implementing instructions covering radio frequency management techniques, practices, and methods; utilizing International and National rules and regulations governing management and use of the radio frequency spectrum; developing and administering policies and procedures that provide radio frequency resources to commands and agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: LeadershipOrganizational AwarenessSpectrum ManagementTechnical CompetenceTelecommunications Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
