Incumbent works as the Supervisor over the HVAC/Pipefitting Shop, Maintenance & Operations (M&O) Shops of Engineering Service for the Charlie Norwood VA Medical Center, under the supervision of the M&O Supervisor over the Building Maintenance, HVAC/Pipefitting & Renovation Team Shops.

Duties

The duties of this position includes but limited to: Supervises, plans, coordinates and directs a variety of maintenance and operational issues and concerns. Assigns work schedules and assignments to specific craftsman, initiate work orders, monitors the Preventive Maintenance Program. Installs, inspects, maintains and repairs structural and trade practices. Establishes procedures used to troubleshoot problems, plans, jobs, and evaluate operations. Ensures all preventive maintenance is performed on all utility systems and building service equipment. Manages all maintenance, repair, minor construction and operations budgets for the section. Identifies training needs to make sure that all personnel meet all mandatory requirements and maintain subordinate employee performance program. Addresses administrative issues of staff assigned to the section including approving leave, assigning overtime, counseling and initiating disciplinary actions. Human Resources practices in regards to hiring, promotions, EEO and Union matters. Reads blue prints and prepares sketches. Assigns and explains work requirements to the workers and sets deadlines establishing sequence of operations. Reviews and analyzes production, cost and personnel utilization records to evaluate and conduct research to gather information for supplies or parts. Prepares operating instructions and work schedules, develops quality and quantity standards, spot checks work operations, and reviews completed work. Operates, maintains and repairs utility distribution systems, air conditioning and refrigeration systems, all electrical distribution systems (normal and emergency generators), boilers and chiller plants, maintenance of buildings, maintenance of underground utility systems, installation of small equipment, non-patient electronic systems, painting, kitchen equipment, grounds maintenance and structural repairs. Operates and maintains tools, equipment, measuring instruments on EIL. Determines priority, sequence and time for particular operations and coordination with other sections, divisions and contractors for work at hand. Plans, coordinates and directs a variety of construction, carpentry, electrical materials. Ensures all maintenance, reports, utilizations and vehicle procurements are maintained. Physical Requirements/Working Conditions: Standing, stooping bending, stretching and lifting are required in performing normal duties. Occasionally, objects as heavy as 40 pounds must be lifted and moved. Working Conditions: The work is usually performed in well lighted, ventilated space. Outside work is performed in good weather except for emergency situations. There is some hazard of electric shock and burn while testing or repairing electrical or electronic circuits. The incumbent is subject to possibility of asbestos exposure and chemicals, which can cause burns or skin irritations
