Incumbent works as the Supervisor over the HVAC/Pipefitting Shops of Engineering Service for the Charlie Norwood VA Medical Center in Augusta, GA, under the supervision of the M&O Supervisor. There are (2) HVAC/Pipefitting supervisors - Uptown & Downtown. This position serves as the first line supervisor and has full administrative control and supervision of all shop personnel.
Duties
Major Duties:
Supervise the operations, maintenance and repair of all Heating Ventilation Air Conditioning and Refrigeration (HVAC/R) systems and central chiller plant.
Supervise the operations, maintenance and repair of all plumbing fixtures and equipment, underground and interior potable water and sewer utility systems, water main pumps and valves, back flow preventer's, hot water heaters, water filtration and systems to prevent Legionella.
Develop a complete Lock Out Tag Out (LOTO) program with individual procedures and for all equipment that the HVAC/R & Mechanical Shop is responsible for in accordance with OSHA and VA regulations.
Develop a complete Preventative Maintenance (PM) program in accordance with manufacturers recommendations, NFPA, Life Safety Codes and VA regulations.
Provides input in the development of construction projects and Non-Recurring Maintenance (NRM) projects. Interprets complex blueprints and specifications and furnish technical details and information if not readily available or understood by subordinates.
Develops and ensures shop compliance with a complete Arc-Flash program in accordance with NPFA-70E and VA regulations.
Orders materials, and maintains shop inventory based on anticipated workloads, delivery times and projected shortages.
Plans overall work schedules and sequence of operations on a daily, weekly, monthly or longer basis to assure an even flow and distribution of work, the expeditious handling of priority work assignments and meeting of schedules and deadlines.
Develop and plan annual budgets, statements of work, independent cost estimates and capital equipment replacements. Trains and becomes certified as a Contracting Officers Rep (COR) for section contracts.
Conducts life safety inspections and assigns work from such inspections; creates follow-up measures on critical or urgent items identified during inspections and coordinates all needed repairs or maintenance; prioritizes, integrates and coordinates various work activities.
Reviews and analyzes production costs and personnel utilization records in order to evaluate work progress, control and reduce costs, evaluates continuing problems and directs necessary corrective actions or changes in work method.
Manage employees to include prioritizing and coordinating work activities, investigate and improve low productivity, employee evaluations, disciplinary actions, award recommendations, time & attendance and professional development.
Performs other related duties as assigned.

PHYSICAL EFFORT AND WORK CONDITIONS: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending, and reaching as required.
Work Environment: Work setting involves minimal risks and discomforts but does not require normal safety precautions typical of an office setting. The incumbent can receive irregular exposure to communicable diseases and/or abusive behavior. The incumbent may also be exposed to outdoor weather conditions.
