This position is located in the Office of Minority and Women Inclusion, Equal Opportunity Compliance and Training Branch of the Federal Deposit Insurance Corporation. This position is responsible for processing and adjudicating complaints of discrimination filed against the FDIC.

Duties
Reviews Equal Employment Opportunity (EEO) Counselors' reports for thoroughness, and reviews formal complaint documents to make recommendations on identifying claims for acceptance for investigation in complex but typical matters. Makes recommendations on jurisdiction, purview, timeliness, and processing of complaints.
Reviews conventional reports of investigation for thoroughness and completeness. Prepares completed reports of investigation for issuance to complainants and their representatives.
Inputs complaint data into the complaints database, tracking sheets, shared electronic files and ensures accuracy of input. Runs reports and searches within databases and files as needed. Participates in discussions of complaint activity and trends to identify ways to improve complaints processing and to prevent discrimination in the workplace.
Issues, uploads, and/or transmits Reports of Investigation, Acceptance and Dismissal letters, Final Agency Decisions, Final Orders and other EEO documents to complainants; representatives; the Labor, Employment and Administration Section; and the Equal Employment Opportunity Commission (EEOC) via the EEOC’s FedSep filing system.
Provides technical assistance in writing manuals, directives, reports, standard operating procedures and other materials relative to EEO.
Advises employees, former employees, applicants for employment, their representatives, management and supervisors of their rights and responsibilities relative to the filing, participation in, and processing of complaints of discrimination.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. SPECIALIZED EXPERIENCE: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-09 grade level or above in the Federal service. Specialized experience is defined as experience with the Federal EEO complaint process including at least three of the following: (1) reviewing counselor reports and reports of investigation for completeness; (2) advising current employees, former employees, applicants for employment, outside representatives, and/or management/supervisory officials of their rights and responsibilities relative to the filing, participation and process of discrimination complaints; (3) inputting and filing complaint data into EEO databases, electronic files and tracking spreadsheets; (4) making recommendations on identifying claims for acceptance for investigation; (5) providing technical assistance with written materials, such as manuals, directives, reports and other EEO related materials. EDUCATION: To qualify based on education; applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related. OR
COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-11 level.
