As we continue to digitally transform our organization, the demand for an experienced, qualified, and strategic Technical Leader is paramount. You will be operating in a full agile development organization responsible and ensuring that IT design and development needs are met in the areas of cybersecurity, auditability, and infrastructure, to include application architectures, network architectures, cybersecurity processes, cloud services, DevSecOps tools and CI/CD pipeline configurations.

Duties

Serve as a recognized authority/consultant to the Commander/Executive Director/program manager/director regarding IT programs Represent administrative and technical specialists who perform unique IT work of exceptional difficulty and responsibility with very wide latitude to exercise independent judgment. Research and evaluates all developments in a variety of IT services/products. Perform consultative work of equal importance, difficulty, and responsibility. Explore, analyzes, and establish programs ensuring that the internal and external functions are executed in accordance with established policy, deadlines, and funding ceilings. Reconcile program needs with anticipated demands. Plan, direct, and execute large, complex, and significant IT programs of marked difficulty. Make substantial program contributions and serves as an authoritative source for decisions and guidance concerning compromises and changes in IT program objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret clearance.
  • Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written three-year tenure agreement.
  • A Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • This position may have a one-year probationary period.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced Program Management Certification within 48 months of entrance on duty.

In addition to the competencies above, your resume must describe at least one year of experience which prepared you to do the work of this job. Specialized experience is defined as: 1) Applying analytical processes to the planning, design, and implementation of new and improved information systems to meet business requirements of customer organizations; AND 2) Providing technical expertise to manage system requirements; ensuring application and integrity of program requirements; AND 3) Reviewing of implementation plans and technology roadmaps, systems designs and/or risk management analysis; AND 4) Providing technical expertise to oversee the cybersecurity risk assessment process, review assurance documents to confirm levels of risk within acceptable limits and assist in the management of system requirements; AND 5) Ensuring application and integrity of program requirements[; AND 6) Applying knowledge involving agile methodology, cloud applications and management, and software development. This includes understanding of requirements and stakeholder management; AND 7) Leading strategic technical initiatives for large organizations and support of advancing information technology capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service at the NH-03 or GS-13 equivalent grade level. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03/GS-13).Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements within 30 days of the closing date of this announcement.
