The primary purpose of this position is: To serve as the Defense Industrial Base Cybersecurity (DIB-CS) Program Office (PMO) Senior Cybersecurity Analyst, assigned to the Strategy and Partner Engagement Directorate (XE) at the Department of Defense Cyber Crime Center (DC3).

Duties

Serves as the technical expert and senior consultant on cyber threat analysis and production support to the Defense Industrial Base (DIB), DoD Cybersecurity (CS) Program Office (PMO), Law Enforcement (LE), Counterintelligence (CI) and Cyber Defense activities. Serves as a focal point of continuity for the DoD Cyber Crime Center within the DIB CS Program Office (PMO) in leading the organizational execution and transformation in support of the DIB CS Program Office (PMO), DC3's DIB Collaborative Information Sharing Environment (DCISE) and DC3's Operational Enablement Directorate (OED) threat analysis divisions and other external cybersecurity communities and LE/CI organizations regarding cyber threat developments. Independently applies judgment and extensive experience to develop, formulate, and review high-level national and DoD policy guidance. Maintains a continuous connection with DoD CIO and DIB organizations senior leadership to integrate cybersecurity requirements with DC3 capabilities.

  • This position is designated Special-Sensitive, and the incumbent must be able to obtain and maintain Top Secret/Sensitive Compartmented Information (TS/SCI) access. A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The incumbent will be required to be available for other than normal duty hours, to include weekends, to support exercises and crisis response.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in the performance of assigned tasks. TDY may be required.
  • The following certifications are highly desired: Certified Information System Security Professional (CISSP), Certified Ethical Hacker (CEH), and Cybersecurity Analyst (CySA+).

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND I have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes, mastery of and skill in applying interrelationships of multiple IT disciplines and project management methods sufficient to manage communities of interest involved in the development and implementation of workable approaches to IT architecture and other cybersecurity related federal regulations and policy initiatives. Application of comprehensive information systems security principles, concepts and infrastructure protection environment sufficient to lead the implementation of cybersecurity programs to anticipate, assess and minimize cybersecurity threats and vulnerabilities. Mastery level knowledge of on DoD policy formulation, foreign cyber threats, DoD CI, the intelligence community, and DoD sensitive activities. Mastery level of skill to communicate complex technical and programmatic information relevant to cyber policies. Demonstrated mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes in order to provide oversight and analysis of major programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of Cybersecurity principles and systems analysis concepts and techniques, approaches, new and emerging information technologies, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools policies, and procedures. Knowledge of Cybersecurity requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods. Expert knowledge of nation states, non-state actors, criminal and terrorist organizations, hackers and other threat actor operations, their tactics, and the unique problems they pose to National Security in general and the Defense Industrial Base in particular. Extensive knowledge and understanding of DoD cyber policy, DoD cyber procedures, and DoD directives which demonstrate SME level understanding of policies and procedures impacting the Defense Industrial Base and DIB CS Program stakeholders. Knowledge of web-based customer relationship management functions, management data, and administrative management tools sufficient to understand operational considerations, and effectively manage interactions with DIB partners and/or government stakeholders. Skill in analyzing complexities of existing technical capabilities, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical information, through written documentation and oral briefings, to render informed judgements. Ability to conduct extensive and diplomatic liaison with counterparts within DCISE, DIB Partner Chief Executive Officers, Program Managers, Chief Information Officers, Chief Information Security Officers, as well as with other DoD components and other government agencies., and all respective stakeholders. Ability to effectively communicate both orally and in written correspondence on complex technical requirements and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
