This position will serve as the Chief Technology Officer (CTO) within the F-35 Lightening II Office of the Chief Information Officer with direct reporting to the F-35 Lightening II Chief Information Officer (CIO). This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will provide authoritative information and advice to the F-35 Lightening II Joint Program leadership team on the worthiness of major IT decisions and investments to support strategic planning on a continuing basis. You will serve as the program’s focal point of technical expertise for identification/assessment of pertinent information technologies and their applications/capabilities/limitations. You will lead analyses of advanced technologies/design concepts/products to assess potential to meet current/projected JSF operational requirements. You will direct technical analyses to weigh potential performance enhancements against resource constraints and risk factors. You will annually update the JSF Program IT Strategic Plan in support of stated JSF goals. You will develop methodologies to provide program leadership with comprehensive JSF IT systems forecasts. You will support the leadership team in documenting/presenting/justifying IT budgets and specific capital planning initiatives to the Navy, Air Force and Marines.

  • This is a Cyberspace Workforce position, work role code IT Specialist proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DS-05) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing digital computer systems architecture and software organization, representation and transformation of information structures, and models to define, represent, and incorporate into an Information Technology program; 2) Managing and representing enterprise-level Information Technology programs by applying a variety of IT policy and planning concepts, methods and practices; 3) Developing and recommending alternative technologies/products that promise successful integration/application for programs requirements/architectural environments ; 4) Assessing design characteristics, limitations and potential applications of advanced computer hardware/software that comprise Air Systems and supporting infrastructure, equipment and systems . In addition to demonstrating the above experience your resume must demonstrate the following four competencies, Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
