You will serve as a Chief Information Officer within the Command Operations Department at the Fleet Readiness Center - Southwest (FRCSW).

Duties

You will perform IT policy and planning to include short-range and long-range planning, policy, and standards development, funding strategies, and knowledge management. You will oversee information technology operations within the Command through subordinate managers/supervisors. You will exercise responsibility for the formulation, development, administration, acquisition, and execution of information systems objectives, policies, programs, and projects for supported organizations. You will plan, direct, supervise, and oversee Command and Enterprise activities requiring an expertise and working knowledge of C4IM services and information technology operations. You will conduct studies and analyze organization operations to determine current and future information systems requirements. You will coordinate, defend, and negotiate programs, projects, policies, and controversial issues of significant impact on supported organization information systems. You will apply project management processes and procedures to resolve conflicts among schedules, funding, and resources for assigned program. You will participate in planning work to be accomplished by assigned team members, based on organizational priorities, selective consideration of difficulty and requirements of assignments, and/or capabilities of employees. You will accomplish other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position.
  • You must obtain and maintain credentials as described in DoDM 8140.03 for specialty area of Cyber Policy and Strategy Planner (752) at the Advanced proficiency level within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, you have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience includes: 1) Applying Information Technology (IT) policy and planning concepts, principles, and practices to develop short and long-range program plans; 2) Exercising responsibility of formulation, development, administration, acquisition, and execution of information system objectives, policies, programs, and projects for supported organization; 3) Demonstrating working knowledge of Command, Control, Communications, Computers, and Information Management (C4IM) services and information technology operations that include automation planning, server and systems administration, Domain administration, Network management, Database Administration Services, Cyber Security Services, and support for Enterprise Architecture; 4) Functioning as a technical authority to provide advice, information, and guidance to internal and external contacts regarding current and future information systems, concepts, doctrine, practices, operations, and technologies; 5) Planning, developing, and managing budget and procurement process requirements for assigned program; and 6) Coordinating and/or assigning work assignments to subordinates, based on organizational priorities, selective consideration of difficulty and requirements of assignments, and/or capabilities of employees.
