You will serve as a SUPERVISORY IT SPECIALIST (POLICY AND PLANNING) in the FLEET SUPPORT TEAM (FST) OPERATIONS, PLANNING & SUPPORT (OPS) TEAM'S TECHNOLOGY AND CYBER SECURITY SUPPORT DIVISION. This Division is assigned under the Technology and Procurement Support Division of FLEET READINESS CENTER SOUTHWEST.

Duties

You will lead and manage efforts to procure, build, sustain and operate hardware, software and connectivity within Engineering and Logistics across all sites of operation, including OCONUS. You will be responsible for customer support of WMS and CMPro, and liaison support for Boeing EXOSTAR. You will be responsible for Navy Marine Corps Internet (NMCI) support to the FST by establishing the lead NMCI POC, ensure POCs are trained, the workforce is informed, and service is maintained. You will supervise Research, Development, Technology and Evaluation Lab and Program Managers, and ensure lab personnel meet IT and cybersecurity requirements and fulfill customer mission needs. You will be responsible for staffing, developing and executing budget, approving IT Procurement Requests (ITPRs), scheduling updates, upgrades, and other lab changes. You will train or arrange training of staff members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange administrative or technical training necessary for accomplishment of tasks. You will research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve OPS team staff effectiveness, efficiency and work products.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery knowledge of Information Technology, RDT&E labs and Cyber Security network management principles, models, methods and tools; 2) Experience leading and managing IT, RDT&E and Cyber Security staff; 3) Familiar with procuring, building, sustaining and operating RDT&E hardware, software and network/server connectivity within Engineering and Logistics across Fleet Readiness Centers Southwest or other FRC sites; 4) Ability to manage, coordinate and establish policy in the use of IT systems utilized by FRCSW/FRC personnel; 5) Ability to lead and direct staff in meeting cybersecurity requirements and fulfill customer mission needs; 6) Experienced with developing, defending and executing budgets; 7) Experienced in IT procurements/contracting for FST related RDT&E labs; 8) Effective communicator both orally and in writing; 9) Able to effectively lead, coach and supervise others; 10) Knowledgeable in IT related contract administrative service roles, responsibilities and capabilities. Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
