Duties
You will coordinate and lead efforts/projects throughout the NAVSUP Enterprise, and potentially across many Navy System Commands (i.e. NAVAIR, NAVSEA, SPAWAR), and outside the Navy.
You will coordinate across all functional teams to ensure IT Supply Solutions are both effective and compatible with internal and external system procedures
You will plan and coordinate feasibility studies to determine the practicality of business and system design requirements.
You will develop functional requirements and specifications for systems that meet business requirements.
You will conduct various levels of testing, document test results, and coordinate with system integrators to resolve and retest problem areas.
You will support planning and managing system interfaces, and maintain system documentations (i.e. Functional Requirement Design Specifications (FRDS), High Level Designs (HLD), Request for Change (RFC), Technical Data Packages (TDP), etc.)
You will utilize enterprise tools to support ERP (such as ALM\Quality Center, HEAT, and ECMS)
You will research applicable regulations, standards and policies governing a variety of topics such as policy, system performance, processing condition, etc., in response to customer needs.
You will provide advice and assistance to customers while troubleshooting complex system problems, minimizing interruptions in customers' ability to carry out critical business activities.

- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must demonstrate one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience must include most or all of the following:
1) Applying knowledge of Functional Business Processes in a Systems Applications Products (SAP) based Enterprise Resource Planning (ERP) system, specifically User Management functionality and Navy ERP Training with experience in role creation and Navy ERP Access; and/or Data Integrity (DI) functionality with experience in master data, master data maintenance, vendor master, plant maintenance; and/or Inventory and Warehouse Management with experience in leading some aspects (tasks of a larger project) that requires teamwork; and/or serve as systems analyst and have a junior level of knowledge of Defense Automated Addressing System (DAAS) and Interface procedures and processes;
2) Writing or modifying technical specifications such as business requirements documents, mock-ups, use cases, user stories, interface specifications, that document the development of an IT application;
3) Operating full life-cycle system implementations to include planning feasibility studies developing proposed design approaches, and ensuring designs comply with regulations;
4) Providing advice and assistance to customers while troubleshooting complex system problems, minimizing interruptions in customers' ability to carry out critical business activities.
5) Clearly identifying requirements, issues or gaps, and working to resolve to the satisfaction of customers/stakeholders;
6) Demonstrating effective oral and written communication skills, communicating technical ideas, concepts and strategies to a variety of audience levels including senior leadership, team members, customers and sponsors, and various organizational stakeholders.
