Duties
As a Supervisory Financial Operations Analyst, you will:
Oversee the operations and management of the Division and serve as an expert advisor to the Assistant CFO for Financial Management as well as other Departmental managers on policy and or procedural issues.
Develop, promulgate, and review the execution of Department-wide policies to improve the management, control, and productivity of financial resources and associated organizations and systems. Policy formulation activities typically include coordination with HUD Headquarters Components, Field Offices, the Department of the Treasury, the Office of Management and Budget(OMB), the General Accounting Office (GAO), and congressional staffs.
Provide technical assistance, advice, and guidance to employees in the resolution of financial and accounting matters that affect office operations.
Develop OCFO and HUD-wide reports on Financial Management Performance for issuance to the Congress and or the OMB, to include development and publication of the Department's annual Performance and Accountability Report, and updates and reports on the President's Management Agenda (PMA), OCFO Management Plan goals, OCFO Annual Performance Plan goals, and various CFO financial reports and PMA updates for presentation at the monthly quarterly Executive Management Meetings.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Providing direction and solutions to managers/officials on financial management policies and procedures; AND
Formulating financial management requests and ongoing analysis of program performance; AND
Supervising or leading staff in the development and execution of policies to improve the management, control, and productivity of financial resource and associated organizations and systems.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
