This position is located in the Department of Defense Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL). This position conducts assessments and evaluations of DoD programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, IG, and DoD Leaders. The incumbent serves as a program analyst responsible for reviewing DoD operations.

Duties

Performs reviews and critical assessments of programs that include DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, and information management. Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects, studies, and evaluations May act as team leader on assigned projects providing instructions, assigning work, providing training, and reviewing work products to ensure responsive results while adhering to established goals and time frames. Prepares reports while adhering to procedures, formats, and protocols, and providing supporting documentation, cross references, or other information while offering recommendations, conclusions and corrective actions. Researches laws, regulations, policies, and procedures in program reviews. Identifies and analyzes potential data sources, determines relevance, and applies results in studies. Prepares drafts of or input to Congressional or inquiries relating to projects and studies. Maintains documentation of studies, evaluations, results, best practices, and lessons learned. Prepares verbal and written reports on status of projects. Designs and conducts complex surveys, reviews, and similar initiatives to gather and evaluate information on program and management operations. Analyzes and prepares reports of results, documenting findings and recommendations.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: At the GS-11; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as the ability to: Contribute to reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, and information management within the DoD Space, Missile, and Nuclear enterprise. Participates in complex surveys, reviews, and initiatives with a team to evaluate program and management operations. Helps with critical analysis and contributes to report results, findings, and recommendations. Researches laws, regulations, policies, procedures, and other relevant criteria and data during program reviews; helps to identify data sources, determine relevance, and analyze results. OR A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.) At the GS-12 applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Possessing knowledge of evaluation standards, conducting program evaluations, and having knowledge of qualitative and quantitative analysis techniques. Designing methodologies for evaluations and program reviews, analyzing data and information, identifying issues, and developing conclusions and recommendations. Possessing skill in written and verbal communication like writing reports on status of projects, briefing and presenting evaluation findings and defending study findings to leadership and staff, negotiating acceptance of corrective actions, and maintaining effective working relationships. At the GS-13 applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Possessing knowledge of evaluation standards, conducting program evaluations, and having knowledge of qualitative and quantitative analysis techniques. Designing methodologies for evaluations and program reviews, analyzing data and information, identifying issues, and developing conclusions and recommendations. Possessing skill in written and verbal communication like writing reports on status of projects, briefing and presenting evaluation findings and defending study findings to leadership and staff, negotiating acceptance of corrective actions, and maintaining effective working relationships. Designing and conducting complex surveys and working independently in carrying out assignments. Acting as team leader on assigned projects. Leading teams in studies, evaluations, and assessments of programs and providing instructions and assigning work to team members. Providing training and reviewing work products. Education

Substitution of Education for Specialized Experience:

At the GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

There is no substitution of education for the qualifying experienceat the GS-12 or GS-13 grade levels.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
