This position is located in the Department of Defense Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent serves as Program Analyst responsible for review of significant areas of DoD operations.
Duties
The incumbent of this position will serve as a political/military analyst performing research and analysis on military, political, and security-related issues including, but not limited to, regional military capabilities, strategy, doctrine, operations, leadership intentions and decision-making, military leadership, defense and security policies, irregular warfare, civil-military relations, and defense relations with the U.S. and other countries.
The incumbent develops trends, assessments, and performs gap analysis of the U.S. mission ends, ways, and means and performs research and analysis on the political and military environment for defense- related activities. Incumbent also develops trends and analysis on operational activities in support of the Lead IG mission, related to overseas contingency operations in areas such as U.S. Central Command, U.S. European Command, and U.S. Indo-Pacific Command.
Incumbent will be responsible for the research, preparation of original written content, and quality control of information to support one or more quarterly reports to Congress.
The incumbent reviews and interprets national security directives and counterterrorism policy documents from the Executive Branch, Department of Defense (DoD), Department of State (DOS), and Department of Justice as they relate to ongoing OCOs. Monitors and informs senior management of any changes in strategy, operations, funding, programming that may impact ongoing OCOs, to inform Lead IG products.
The incumbent conducts research and analysis that consistently identifies and integrates relevant information or data that fully supports product development and publication; the analysis leads to sound and logical conclusions and courses of action and strategies that result in identifying key opportunities and/or challenges; and results sound and timely decisions or recommendations.
Performs the full range of travel planning for senior leaders.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 for the GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Knowledge of Administrative program goals, priorities, policies, administrative concepts and practices, and the general theory and principles of management.
Knowledge and skill in applying analytical and evaluative methods and techniques, drawing conclusions, devising solutions and making recommendations, and conducting evaluations of effectiveness and efficiency of operations.
Knowledge of the relationship of organizational structure, missions and functions; and of the lines and extent of authority.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 for the GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
