Duties

The primary purpose of this position is: To perform as a Management and Program Analyst and subject matter expert (SME), to conduct a wide variety of studies, analyses, evaluations, planning, programming, budgeting, and execution management for the formulation, presentation, evaluation, coordination, and justification of USSOCOM programs and requirements resourcing, for development of the USSOCOM Program Objective Memorandum (POM). Conducts coordination, synchronization, and interface with Office of Secretary of Defense, Joint Staff, Service Departments, Combatant Commands, and within the USSOCOM enterprise including briefs with senior DoD and USSOCOM leadership for decision and guidance to prioritize resourcing current and future Special Operations Forces (SOF) operations, investment, development, and modernization programs. Duties: Conducts independent analysis and assessment involving all aspects of command programs and resources for all classified and unclassified SOF activities, force structure, manpower, and capabilities to provide prioritization and program development, evaluation, and defense recommendations that support the development of the USSOCOM Program Objective Memorandum (POM) and other resourcing processes. Serves as a USSOCOM expert of the Planning and Programming phases of the DoD PPBES cycle from development of strategic guidance and the formulation and staffing of a POM thru the submission of the POM to OSD and adjudication through Program/Budget Review (PBR). Provides comprehensive program analyses for resourcing of USSOCOM acquisition, manpower, operational, and support requirements and develops recommended courses of action. Defends independent analysis and evaluation involving all aspects of command manpower, force structure, programs and resources and presents program resource decision briefings to senior decision makers and OSD decision forums. Responsible to ensure the protection of classified and sensitive information, employ operational and information security, and ensure that core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

Qualifications

Conditions of Employment (cont.): This position is designated as Testing Designated Position (TDP) under the Air Force Drug Testing Program. As a mandatory requirement for employment, the incumbent is (a) to refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a TDP. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the theory, principles and applications of DoD PPBES cycle, the DoD Strategic Planning Process, Manpower Engineering, and DoD acquisition and life-cycle management; detailed knowledge of the POM development schedule and its execution; sufficient to formulate and consolidate program resourcing decisions for use in POM and budget documents, recurring issues and review/out-of-cycle reprogramming and resourcing negotiations; comprehensive knowledge of USSOCOM missions, programs, and resources; the sequence and timing of key program events and acquisition milestones; and methods of evaluating program and resourcing effectiveness; and to include knowledge of USSOCOM organizations and key administrative functions and their relationship to resource programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of US Special Operations Forces in the Army, Navy, Air Force, and Marine Corps, the Joint SOF Headquarters and Theater Special Operations Commands, and their functions, capabilities, equipment, and tactics, techniques, and procedures. Comprehensive knowledge of DoD PPBES principles, the DoD Strategic Planning Process, Manpower Engineering, and DoD acquisition and life-cycle management policies and procedures. Comprehensive knowledge of OSD resource systems to include the DoD Resource Data Warehouse (DRDW), Program Resources Collection Process (PRCP), Standard Data Collection System (SDCS), Select and Native Program (SNaP) data collection system, the Comptroller Information System (CIS), and the Manpower Validation Process with skill in the extraction and input of data to meet OSD and Joint Staff submissions and timelines. Comprehensive knowledge of Microsoft Office Suite, particularly Excel, Word, Outlook, and PowerPoint. Expert knowledge of and skill in a wide range of qualitative and or quantitative methods and techniques used in program evaluation and fiscal analysis, sufficient to conduct research, summarize results, and formulate appropriate program recommendations and communicate results in verbal, written, and/or visual explanation, presentation, and defense of resourcing information. Ability to communicate effectively both orally and in writing, protect sensitive information, and establish and maintain productive working relationships with key individuals and groups internal and external to the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
