This position is located with Bonneville Power Administration (BPA), in Transmission Commercial Business Rates & Revenue (TSQR), Transmission Products & Rates (TSQ), Transmission Marketing & Sales (TS), Transmission Services (T).
A successful candidate in this position will evaluate the development of short & long-term business strategy, market monitoring, revenue tracking & forecasting, load forecasting, risk management, rate development & contracting, & monitoring transfer capacity.
Duties
As a Public Utilities Specialist (Rates), you will:
Be responsible for the connectivity among the processes that support rate setting, including the oversite of the rates model for the Transmission.
Deliver analysis and supporting documents in relation to rate design and recommendations.
Oversee in the development of technical work plan.
Be responsible for the development of policy as they relate to the rates development, strategies and analysis of the Transmission.
Be responsible for deciding scope and strategy for each process, including schedule, rate case priorities; rate design and implementation as required; and to make sure rate case is fully integrated with PBL marketing strategy.
Provide strategic direction to managers for products and rate design to incent markets.
Act as an expert witness on policy issues, either in BPA rate cases, or in other regulatory proceedings.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as Experience in 1) performing qualitative analysis, including developing methodology and performing analysis to support policy or strategic issue evaluation, 2) performing quantitative analysis, including developing methodology, conducting analysis and maintaining mathematical or statistical models in support of market analysis, forecasting, or cost recovery analysis (e.g. rate development), 3) providing recommendations to support regulatory processes (e.g. rate proceedings), which includes development and design of policies or business strategies.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no substitution of education for experience at the GS-13 grade level.
Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc.
Work environment: Work is typically performed in an adequately lighted and climate controlled office.
