This position is located in the Financial Services Directorate, Office of the Chief Operating Officer. The position description number for this position is 435288. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, non-bargaining unit position.

Duties

The incumbent will develop and maintain defensible Independent Cost Estimates (ICEs) for select Library programs; perform Independent Cost Assessments (ICAs), and craft, implement, and monitor the policies, procedures, and standards for cost management practices Library-wide. The incumbent will assess cost related risks, identify and communicate corrective actions, and collaborate with Service Unit leadership and management on budgetary and timing issues. Collaborative communication is an essential skill as the incumbent will work with Service Units and subject matter experts (SMEs) in the development of cost estimates and related cost management practices.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to develop fully independent cost estimates.** Ability to develop cost management policy and procedures.** Ability to monitor costs of projects, programs, and initiatives and provide evidence-based cost information to management.** Ability to build and maintain relationships with individuals from varying backgrounds and levels. Ability to communicate effectively other than in writing.
