About the Position: This position is for a Safety and Occupational Health Specialist, GS0018-11 with the U.S. Army Corps of Engineers, Rock Island District's Safety and Occupational Health Office located in Rock Island, IL.

Duties

Maintain District records for motorized and mechanized equipment, ensuring proper inspection, maintenance, and tracking of deficiencies. Provide technical advice to management for all aspects of equipment operation and inspections as they relate to safety and occupational health. Provide research, experience, and recommendations related to equipment safety for in-house, rented, and contracted motorized and mechanized equipment activities (i.e. cranes, hoists and powered equipment, excavators, earth moving equipment, etc.). Ensure equipment safety strategies and objectives are in compliance and in alignment with the District's mission. Oversee equipment operator training program to ensure equipment operators are properly certified, qualified and designated per regulations. Create, evaluate, and provide recommendations for critical crane lift plans for load handling equipment. Determine compliance with regulatory requirements, ensure that equipment safety strategies and objectives are in alignment. Review inspection/testing reports and ensures inspection and testing records are entered into a database for tracking purposes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • Must be able to obtain a Class I crane operator trainer certification within 2 years of appointment.
  • Must be able to occasionally lift and carry equipment up to 40 pounds.

Specialized Experience: One year of specialized experience which includes: 1) utilizing motorized, mechanized, and/or load handling equipment (such as excavators, loaders, roller gate, crane inspection); 2) determining risks and/or hazards associated with equipment operation; and 3) experience working on civil works and construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
