About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL). This position is being filled as a Program Analyst GS-0343-09.

Duties

Serves as a laboratory Configuration Manager Coordinates directly with Project and Program Managers to set up projects in the Project Management System. Provides advice on project management requirements, breakdown schedules, and budgeting options. Assists in adjusting Project Management System’s structure or reallocation of resources. Identifies and address operational problems within Project Management Systems. Calculates and reserve overhead requirements. Compiles, maintains, monitors, and reports a wide variety of financial data to assess status of project execution.

GS-09 Qualification Requirements: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience: One year of specialized experience which includes: Providing analytical support to assist with formulating project and program data. Researching and resolving problems involving budget execution. Assisting with research program and project development activities. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as management, business, economics, human resource, marketing, finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementOrganizational AwarenessPlanning and EvaluatingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
