About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL), located in Hanover, New Hampshire.
Salary ranges:
GS 9: $67,743 - $88,065
GS 11: $81,963 - $106,549
Duties
Responsible for formulating, establishing, monitoring, recording, analyzing, evaluating, forecasting and recommending modifications or changes to Laboratory's research project proposals specifically regarding fiscal operations.
Perform strategic planning, development, and facilitation of the research programs and associated resource management.Perform strategic planning, development, and facilitation of the research programs and associated resource management.
Apply programs and management objectives to evaluate effectiveness of established programs and projects.
Prepare and deliver briefings to managers on program development study findings and recommendations.
Analyze program and project plans objectives in connection with the direct and reimbursable program.
Apply budget, financial and accounting laws, regulations, and policies pertinent to budget analysis.
Make analysis of program and project reports, financial statements and other accounting reports.
Monitor data input and provides spot analysis of periodic trends in program and project status.
Facilitate and coordinate business development, includes visits and meetings.
Assist with setting-up program development goals.
If selected at the GS-09 level, duties will be performed in a developmental capacity.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

GS-09 Qualification Requirements: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience: One year of specialized experience which includes:
Providing analytical support to assist with formulating project and program data.
Researching and resolving problems involving budget execution.
Assisting with research program and project development activities.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as management, business, economics, human resource, marketing, finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Qualification Requirements: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience: One year of specialized experience which includes:
Applying a wide range of quantitative and qualitative analytical methods to evaluate the effectiveness and efficiency of research program fiscal operations..
Developing project reports, financial statements, and other accounting reports.
Preparing and delivering briefings to managers on study findings and recommendations.
OR
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as management, business, economics, human resource, marketing, finance. (Note: You must submit a copy of your transcript.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
