About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL). This position is being filled as a Management and Program Analyst DJ-3 (GS 11-12).

Duties

Conducts business process improvement analysis responsible for coordination and implementation of functions to improve business processes. Reviews current workflow methods and business processes; recommends changes based on findings of analysis. Oversees assigned contracts completing all pre- and post-award duties in support of the organization's mission. Assures reasonable equity in performance standards and rating techniques employed by subordinates. Conducts business process studies to evaluate the effectiveness and efficiency of workflow processes. Participates in studies designed to expand or modify business practices to organizational members. Provides management with accurate examination of process issues and impact on organization. Develops new or modified administrative program policies, regulations, goals, or objectives. Presents adopted business improvements and recommendations to organizational members. Monitors accuracy of purchase and travel card invoices and transactions reports. Empowers employees to support the organizational mission and goals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualification Requirements: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ 2/GS-09). Specialized Experience: One year of specialized experience which includes: Using qualitative and quantitative analytical techniques to evaluate organizational design and work processes Preparing or reviewing Statement of Work (SOW), Performance Work Statement (PWS), or related acquisition documents to establish the contractor's technical terms and conditions Presenting decision briefings, recommendations and or best business practices to various audiences OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: management, business, economics, human resource, marketing, finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. All qualification requirements, including time-in-grade and time after competitive appointment, must be met by the closing date of this announcement.
