About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL).
This position is being filled as a Management and Program Analyst DJ-4 (GS 13-14).
Duties
Serves as the laboratory expert for all phases of the employee lifecycle; from identifying needs for specific recruitment actions through separation.
Leads the execution of the recruitment plan by developing and nurturing recruitment pipelines, conducting student outreach, and engaging with ERDC and USACE recruitment activities.
Develops, manages, and coordinates practices that meet the policies and objectives of the ERDC regarding integration of new hires in the workforce.
Evaluates new hire survey results and recommend improvements to Integration processes and procedures.
Prepares reports and briefings for staff.
Works with other ERDC Human Capital managers to develop best practices.
Tracks ERDC and IOC Human Capital Program metrics related to first-year integration of new employees.
Assists laboratory leadership in developing and sustaining recruitment pipelines that increase diversity in the workplace.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position has a one-year supervisory probation to assess your ability to perform supervisory duties, unless previously completed.

Specialized Experience: One year of specialized experience which includes: Developing, coordinating, and managing annual strategic recruitment plans and outreach activities to assist in the integration of new hires in the workforce; Preparing detailed reports and informational trainings/briefs to senior officials in the areas to include employee life-cycle management, career development, recruitment metrics, and performance management processes; and Using computer programs such as Excel and Microsoft words to create spreadsheets and various documents.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-03 (GS-12).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0343-4 (equivalent to GS-13/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
