Duties
As a Program Specialist you will:
Program Oversight - Formulates program goals, objectives and broad operating policies for NCIRD's Property Management, Personnel, and administrative programs. Participates with the NCIRD Management Officer and Deputy Management Officer in establishing long and short-range goals, objectives and plans that integrate organization and operations objectives. Serves as the NCIRD focal point and principal advisor for all programmatic and planning activities and evaluations associated with these programs within NCIRD. Using extensive knowledge of current program regulations and policy, analyzes the status and impact of laws, regulations, executive directives, departmental and other agency policy issuances. Advises top management on program impact and proposes program changes necessary to respond to changed requirements. Develops processes and procedures for implementing such programs, identifying and
convening work groups/teams; developing formats, establishing meeting agendas, etc. Develops and manages planning, coordinating and tracking program objectives. Prepares annual program reviews. Prepares new initiatives. Monitors and analyzes the various facets of projects within the program areas, assuring the proper integration into the overall NCIRD mission. Evaluates projects for the effective use of resources, both human and financial, identifying potential or real problem areas and initiating steps to correct the problem areas. Prepares various program status documents for briefing the NCIRD Director and NCIRD senior leaders. Generates a series of periodic reviews to inform the NCIRD Management Officer, Deputy Management Officer and others on progress toward meeting program development objectives.
Human Resources and Personnel - Incumbent is responsible for the coordination and oversight of NCIRD wide personnel support to include but not limited to onboarding of staff, entering and processing Non-US Citizen Access Management System (NCAMS) requests, entering and processing contractor staff/support, performance reviews and ratings, ethics, and data quality checks of NCIRD personnel information. Advises on human resource management strategy for the serviced organization, taking into account unique program needs and specialized FTE appropriations. Analyzes, develops documentation and recommends policy regarding realignment of functions for the serviced organization. Works with top management within the serviced organization in resolving staffing, personnel grievances, labor relations and EEO issues related to space and reasonable accommodation. Annually reviews performance evaluations to identify trends and to identify consistency and equity of treatment for personnel within the organization.
Supervises a small contingent of positions: Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Redirects assignments based on workload and priorities. Gives advice, counsel, or instruction to employees on both work and administrative matters. Participates in interviewing candidates for positions in the work unit. Personally, or recommends to higher level supervisor appointment, promotion, or reassignment of employees. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor.

Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: formulating program goals, objectives and broad operating policies related to property management, personnel, and administrative programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
