Serve as a Staff Assistant to the Chief of Staff (COS) located at Fayetteville VA Medical Center, NC. Supports the executive planning functions of the Medical Center and performs a variety of duties requiring in-depth knowledge of programs and mission of the medical center and the overall Department of Veterans Affairs.
Duties
Primary functions are to maintain an effective clinical directives program, serve as a management representative on various medical center committees, coordinates implementation of agency programs, and analyzes/evaluates methods for assessing program development and the execution for improving organizational effectiveness and efficiency in coordination of health care delivery systems and operations.
Incumbent is responsible for assisting executive management with administrative problems that arise, providing recommendations for solutions and is a contributor in the decision making process.
Provides full staff assistance contributing to problem solving, and planning throughout the medical center by recommending changes in management practices, relative materials, methods, techniques, organizational structure, procedures, etc., without limitation to scope or impact.
Assists with completion of projects for submission at VISN, National and Congressional levels. Actively participates in overall medical center administration and serves as a management representative on various medical center committees, assignments Boards and/ or ad hoc committees as appointed by the COS.
Incumbent is a key staff member of management who actively participates in overall medical center administrative and management committees and assignments. Committee membership includes: Administrative Executive Board, Director's Staff meeting, Facility Planning board, Medical Records Committee, Medical staff Meeting, Patient Care Review Committee/CEB, Patient Education Advisory Committee, and Resource Allocation Committee.
Participates in, and coordinates, as needed, the Medical Staff Meetings and Clinical Council Meetings, developing agenda and serving as a resource for data associated with various agenda items providing program status, associated requirements, etc.
Coordinates and evaluates functional programs to identify specific requirements i.e. budgetary, work force, materials, facilities, and services needed to support the health care delivery systems of the medical center.
Develops and adjust plans and schedules for these actions, pertinent to statutory or regulatory provisions such as VA regulations, Joint Commission (JC) Standards, Internal Audit, and Quality Management, to meet each requirement on time.
Serves as a program and planning liaison with VA Regional Counsel, provides accurate data of facility programs and operations that have an impact upon the Network's mission and program.
Assists the COS in the formulation of patient care administrative policies that are usually published as Medical Center Memoranda (MCM).
Reviews and coordinates all MCM which require the concurrence of the COS. Assists clinical service chiefs and clinical service line managers in the formulation of policies applicable to their operations, and coordinates the development of policies which involve two or more services.
Responsible for keeping staff members apprised on status of various programs and informed of significant developments in subordinate operating elements.
Work Schedule: Monday to Friday; 0730 - 1600
Telework: VA supports the use of ad-hoc telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad-hoc telework. Ad-hoc telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with healthcare professionals and local leadership to solve problems in support of the delivery of patient care and program/ operational functions; experience applying strategic planning and change management principles to prepare program operations for technological advancements; and developing internal review systems and actions to assure that clinical, educational, and administrative activities comply with applicable standards. Physical Requirements: The work is sedentary. It occasionally requires carrying light objects such as files, books, and papers. No special physical qualifications are required.
