You will serve as a Senior Program Analyst in the Planning, Design and Construction (PDC) Directorate of NAVFAC OSF.

Duties

You will provide objectively based information for making decisions on the administrative, financial, and management aspects of Planning, Design and Construction operations. You will serve as an advisor to PDC leadership in guiding annual/multi-year fiscal planning and strategic responses to ensure supported Commanders' needs are met by the business line for key agency design and construction programs. You will perform research tasks to obtain a variety of cost, schedule and performance project execution data, as well as analyze data to derive relationships involving system parameters, schedule and cost variations. You will prepare business analytic reports to track and alert senior management on the status of business line resources, trend analysis of rates of outflows, comparisons of actual performance to the projected plan. You will manage the Budget Allocation Plan process for PDC products and services, including travel and training, awards, tuition, materials, supplies and other budgetary expenditures required by the product line.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Occasional travel away from the normal duty station is required; frequent travel away from the normal duty station is required. Travel required 10% of the time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems; 2) accessing, locating and/or customizing information and data via the use of automated systems; 3) managing financial resources for a major program, including the ability to stratify resources against approved programs; plan, present, and execute budgets; analyze budget impacts on programs; and forecast long-term funding requirements; and 4) using written and oral communication expertise to field questions, make formal presentations and briefings, de-conflict issues and defend policies.
