You will serve as an INFORMATION TECHNOLOGY SPECIALIST (POLICY AND PLANNING) in the INFORMATION STRATEGIES DIVISION, INFORMATION TECHNOLOGY AND CYBER SECURITY OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will deal with varied conditions and options, often with conflicting organizational needs. You will develop project controls to integrate phases of a project. You will investigate and analyze numerous projected, proposed and/or existing programs. You will monitor metrics for the evaluation of Information Technology effectiveness.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position has been designated as a Cyberspace Workforce position as a condition of employment the incumbent is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience with the protection requirements for processing and handling Classified and/or Controlled Unclassified Information (CUI), including For Official Use Only (FOUO), Privacy Act, Personally Identifiable Information (PII), Business Sensitive, and Naval Nuclear Propulsion Information (NNPI) information. *Experience in assisting in developing or modifying work methods and/or program administration procedures. *Experience with coordination and accomplishment of multiple tasks/projects requiring analysis and organization. *Experience assisting in managing IT hardware, software, network and telecommunications inventories. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience consulting with customers to identify and specify Information Technology requirements. *Experience managing IT hardware, software, network and telecommunications inventories. *Experience assessing policy needs and developing policies to govern Information Technology activities. *Experience reviewing contractor proposals for modifications and enhancements of software, planning, and standards. *Experience with the protection requirements for processing and handling Classified and/or Controlled Unclassified Information (CUI), including For Official Use Only (FOUO), Privacy Act, Personally Identifiable Information (PII), Business Sensitive, and Naval Nuclear Propulsion Information (NNPI) information. ________________________________________ and _____________________________________ IT-related experience must demonstrate each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-07: 1 year of graduate-level education or

Superior Academic Achievement (S.A.A.) in undergraduate degree.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:

3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or

3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

Substitution of Undergraduate or Graduate Education: Education must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
