You will serve as a PROGRAM ANALYST in the GOVERNMENT EQUIPMENT MANAGEMENT (GEM) OFFICE of PROGRAM EXECUTIVE OFFICE SHIPS.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will review financial plans and proposals submitted by Participating Area Resource Managers (PARM) supporting each class and hull specific requirements.
You will prepare Government Furnished Equipment (GFE) financial analysis and reports encompassing detailed and comprehensive data by individual hull and/or GFE systems for use by management.
You will prepare reports on the GFE funding status per hull, and present it to senior leadership.
You will monitor financial performance (obligations/expenditures), and measure progress towards reaching objectives effectively and economically.
You will issue funding documents and required correspondence to properly execute the GFE program plan for assigned hulls.
You will identify actual or potential problems areas, trends, significant areas of imbalance, and other similar factors.
You will coordinate with Participating Area Resources Managers (PARM) to address and resolve financial data submission deficiencies and/or discrepancies.
You will formulate GFE related budget and/or financial performance data for assigned hulls in support of data calls and other requests for information responses.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector analyzing and executing acquisition activities (e.g., contracts, resources, scheduling, studies, etc.) in support of new construction ship Government Furnished Equipment (GFE) acquisition.
