This position is located in the Financial Management Directorate with WHS. The FMD provides accounting, financial, and resource management services for the Office of the Secretary of Defense (OSD), WHS, the Pentagon Force Protection Agency (PFPA), Defense Legal Services Agency (DLSA), United States Court of Appeals for the Armed Forces (U.S. CAAF), Test Resource Management Center (TRMC), and other Department of Defense (DoD) field activities.

Duties

This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates. Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment in order to appointed under this direct hire authority. Under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Recent Graduates conferred transcripts must confirm a degree was obtained no more than two years prior to the date of your appointment. Incumbent typical work assignments may include the following: As a Management Analyst, responsible for a variety of administrative responsibilities, administrative work processes reviews, procedural reviews, and improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources. Perform key work in several vital functions or services such as management analysis, reports management, security, workload management, and information technology support. Analyze processes, systems, and applications used throughout the division. Develop and present recommendations on how to improve their efficiency and reduce the burden they have on customers and division staff.

Qualifications

In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level I Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDJ 1300.26. Who May Apply: Positions are open to: U.S. Citizens who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date. Applicants can be selected at GS-05 grade level. The target grade of this position is GS-11. For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. General experience includes experience that demonstrates the ability to: 1) Tracking and assisting in resolving administrative issues and 2) evaluating clerical/administrative work processes to identify and recommend solutions to problems. OR Education: I have 4-year course of study leading to a bachelor's degree. OR Combination of Experience and Education: I have the general experience as described in A, but less than one year; and I have some education as described in B, but less than the required 4 years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
