This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Operating Officer (COO) with the incumbent serving as an Accounts Lead in the Collections Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Duties Include:
Coaching team members in selecting and applying appropriate problem solving methods and techniques, providing advice on work methods, practices and procedures, and assisting them in identifying viable solution.
Training or arranging for training of team members in the methods and techniques of team building and working in teams to accomplish tasks, and provide or arrange for specific administrative or technical training in order to accomplish individual and team tasks.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on priorities, methods, deadlines and quality have been met.
Reviews and analyzes information relating to the establishment of all debts.
Initiates correspondence to discuss the status of the account when inquiry is made.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing payments received to ensure that payments are in accordance with specific insurance policies. Accepting or rejecting offers to repay debt. Maintaining records of debts to document collection efforts. Maintaining debt files to ensure appropriate audit trails. Responding to inquiries concerning all types of debts related to health care. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that supervisor's instructions on priorities, methods, deadlines and quality have been met; performs follow-up and analysis on outstanding third-party receivables, discretionary care copayments, and other accounts receivable, insurance firm liaison, payment analysis, and payment postings. Prepares statistical reports for management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: Work is sedentary although some movement, lifting, and stooping is required when using files or delivering documents. Requires long periods of interaction at computer terminals.
