The position is located within a Consolidated Patient Account Center (CPAC), organizationally aligned under the Chief Operating Officer, serving as the Billing Manager for the third-party Revenue Program. The CPAC is a regionally consolidated business entity established to increase revenue within VHA using an industry best model built on regional management of key aspects of the revenue cycle, standardization, accountability/economies of scale for up to four Veterans Integrated Service Networks.

Duties

1) Exercises management responsibility for complex billing activities for all the facilities assigned to the CPAC. 2) Provides managerial guidance and direction to the full range of activities involved in analyzing the fiscal position of the CPAC and ensuring effective development and utilization of practice resources. 3) Focusing on developing people, processes, and technology. 4) Plans work to be accomplished by subordinates, and establishes and adjusts long and short-term priorities and deadlines. 5) Consistently communicates and treats customers (Veterans, their representatives, visitors, VA staff, and various other internal and external stakeholders) in a courteous, tactful, and respectful manner. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/13/2024. Probationary Period: First time supervisors are subject to completion of a one year (52 weeks) probationary period. GS-12 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Plan, organize and direct team work and to negotiate effectively with management to accept and implement recommendations. 2) Ensures the financial health and integrity of Billing practices, procedures, policies, and operations throughout the facility. 3) Identifies negative and positive trends to assist in the development of strategies for revenue improvement. 4) Lead diversely through effective communication. 5) Possesses the skill in the use of automated applications and databases, such as Microsoft Office Suite, to include Word, Excel, and Power Point. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level.
