This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Finance Officer (CFO) with the incumbent serving as the Manager of the Accounts Management Department. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VA and industry best practices.

Duties

The incumbent serves as the manager of Accounts Management and the CPAC's expert technical authority on matters relating to financial analysis and reporting of patient accounts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am - 4:30pm. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023. Time-In-Grade Requirement: Applicants who are current Station 731 employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include: 1) Analyzes and evaluates information needs in order to develop appropriate report content, timing, format and delivery. 2) Designs systemic and ad hoc financial, statistical and performance reports. 3) Conducts periodic evaluations of the work performance of subordinates. 4) Provides advice, counsel or instructions to employees on administrative and technical matters. 5) Plans work to be accomplished by subordinates. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at or comparable to the required grade level. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include: 1) Analyzes and evaluates information needs in order to develop appropriate report content, timing, format and delivery. 2) Designs systemic and ad hoc financial, statistical and performance reports. 3) Conducts periodic evaluations of the work performance of subordinates. 4) Provides advice, counsel or instructions to employees on administrative and technical matters. 5) Plans work to be accomplished by subordinates. 6) Conducts studies, training programs and organization strategies to identify opportunities to improve customer service and quality. 7) Develops and implements strategic goals and objectives for the Account Management Department. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at or comparable to the required grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
