This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Operating Officer (COO) with the incumbent serving as an Accounts Lead in the Collections Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Duties include but are not limited to:
The incumbent serves as a Collections Agent in the Collections Division.
Ensures that the CPAC's strategic plan, goals and objectives are communicated to team members.
Coaches team members in selecting and applying appropriate problem solving methods and techniques.
Provides advice on work methods, practices, and procedures.
Leads team members in identifying, distributing and balancing workload and task in accordance with established work flow.
Training or arranging for training of team members.
Approves emergency leave and/or other types of leave as delegated by management.
Prepares reports and maintains records of work accomplishments.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on priorities, methods, deadlines and quality have been met.
Serves as coach, facilitator and/or negotiator in coordinating team initiatives.
Work Schedule: Monday- Friday, 8:00am-4:30pm, Full-Time

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS - 07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Performs follow-up action after reviewing explanation of benefits received from third party payors.
Analyzes payments received to ensure that payments are in accordance with the specific insurance policy.
Prepares statistical reports for management.
Communicates assignments to team members to include deadlines and time frames for completion.
Maintains records of debts to document collection efforts.

Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Lead Financial Administrative Specialist position.

Physical Requirements: Work is sedentary although some movement, lifting, and stooping is required when using files or delivering documents. Requires long periods of interaction at computer terminals.
